What the public can't see

A claim asserts a figure; a redaction asserts the absenceof one. This inventory records precisely what is withheld from the public Green Line cost record and the basis for each withholding — so a reader can see the exact boundary of the verifiable record. Where a figure was demonstrably produced and then withheld, that is noted. The leaked Scribd document is listed only so its figures are recognised and declined, never used.

published, redactedmarked: “Redacted Information

AECOM — Calgary Green Line: Alternative Alignments Assessment (2024-12-18)

withheld: Entire Costs section — Table 12 (Downtown Section Costs Summary), Table 13 (Southeast Section Cost Summary – Estimate to Complete), Table 14 (Shepard to Seton Section Costs Summary), and Figure 31 (Preferred Alignment), pp. 40–45.

known to exist: The report's Introduction states it includes 'cost estimates for these three options to connect to Shepard and to Seton' — the numbers were produced, then redacted before publication.

No dollar cost for the elevated downtown option is recoverable from this primary. Any specific 'elevated = $X' figure in circulation is unsourced.

C2024-1045 Wind-Down, Costs and Consequences — Attachment 3 (risk) + Attachment 4 (financial); C2024-1048 confidential attachment (2024-09-17)

withheld: The written wind-down cost/risk detail. The $2.1B/$850M figures were presented verbally; the underlying written figures sit in these confidential attachments.

known to exist: Council 'received for the corporate record … confidential risk information in Attachment 3 and confidential financial information in Attachment 4'.

basis: FOIP ss. 23, 24, 25, 27 (Freedom of Information and Protection of Privacy Act)

Why the $2.1B/$850M wind-down figures have no public budget primary — and they were never booked anyway (Mid-Cycle C2024-1097).

C2024-1327 Green Line Update (2024-12-17) — Confidential Verbal Report

withheld: The basis of the City's '$1.3 billion in known costs/risks AECOM omitted' claim and the $7.2B/$7.5B framing. Not in the public minutes.

known to exist: The City's own Dec-17-2024 news release (newsroom.calgary.ca/green-line-statement/) publicly states the $1.3B/$7.5B/$7.2B figures and itself notes 'the report remains confidential' — so the figures are public (City claim) but the underlying AECOM analysis / council record C2024-1327 is not.

basis: closed-meeting (FOIP)

The $1.3B-omission is a City claim the Province disputes; the council record can't be opened to adjudicate it.

EC2025-0997 (2025-12-09) + EC2026-0146 (2026-03-03) Green Line updates

withheld: Current detailed Phase-1 budget/scope status. Both dealt with in Closed Meeting; only the votes are public (Mar-2026 rose 10–2).

known to exist: Public report PDFs are attached to these items but not yet mined.

basis: Access to Information Act — EC2025-0997 ss. 19/29/30/32; EC2026-0146 ss. 28/29/30/32 (note: the legal basis shifted from FOIP in 2024 to the Access to Information Act in 2025–26)

The most current cost/scope status is largely not public.

declined — not citablemarked: “REDACTED FOR COMMERCIALLY SENSITIVE / CONFIDENTIAL INFORMATION

Leaked redacted 'Distribution #2' of C2024-1327 (circulating on Scribd)

withheld: Shows a $6.547B capital cost and a $1.724B funding request, with the cost-breakdown section that would explain the $1.3B gap itself redacted.

known to exist: DECLINED. A leaked confidential council document cannot be ethically sourced, verified, or hashed; the City asserts confidentiality over it.

basis: n/a (leaked)

Listed only so the $6.547B/$1.724B figures are recognised and REJECTED if they surface elsewhere — never promoted.

deliberately not cited — a leaked confidential record cannot be ethically sourced, verified, or hashed
