The Green Line has been called a $4.6B, $5.5B, $6.2B, $7.5B and $7.2B project — not because the cost is a mystery, but because those numbers measure different things at different moments. This piece lays out the primary-verified spine, shows that the entire 2020→2024 increase is the City’s own $705M top-up, and inventories exactly what the public is not allowed to see.
